My Samsung S7 phone has a microphone symbol on its soft keyboard and does a great job entering words that I speak to email or text msg about anywhere. I have ALS and this feature on W10 would be a great help.

follow this step
Open the Settings app.
Tap Applications.
Find and tap Google App or just Google in the new version.
If you can see the Disable button on the App info screen, it means the Google app is already enabled. Else, you can tap the Enable button to enable it.

Hello,
Thank you for your feedback. Windows 10 has speech recognition built in that allows for you to perform the same functions as your S7 phone. Not only does this allow for you to dictate text, you can also start programs, open menus, write or send emails, and much more. You can find speech recognition by typing "Speech Recognition" into Cortana. There is a short Wizard to set it up and additional settings that can be turned on to allow the program to come on automatically.
If you would like help setting up this program, please call our support team at 1 (800) 936-5900.
Sincerely,
The Microsoft Disability Answer Desk team.
