Windows Speech Recognition (SAPI) does not shut down properly on Windows 10. I suggest you fix this bug :)
How to replicate said issue:
I have placed a shortcut for starting Windows Speech Recognition on my Desktop.
Shortcut copied from C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Accessibility\Windows Speech Recognition
- Click the shortcut to start Windows Speech Recognition
- Open Start
- Close Start
- Close Windows Speech Recognition
- Click the shortcut to Windows Speech Recognition
Windows Speech Recognition won’t open. Looking at Task Manager you’ll see Speech Recognition still running.
If you open Start, you’ll see Speech Recognition disappearing from Task Manager and you are able to open Windows Speech Recognition again.
This odd bug is somehow tied to the Start menu.
This problem has existed since Windows 8.1 and is not tied to the start menu but rather to any UWP program in conjunction with a traditional windows program. It is 100% reproducible on any Windows 8 or 10 computer I have ever used, so I don't know what the MS accessibility unit is trying. If you run a traditional win32 program that starts and uses speech recognition with a UWP running as well, speech recognition will not close properly. The SR window closes but task manager shows it is still running -- however it won't do anything. You must close it in task manager and restart it to get it to function. A number of speech recognition commands are not compatible with higher density screens either. I don't think anyone at MS has looked at it seriously in years.
I'm experiencing this on Windows 10 version 1803. It's like you're completely neglecting Windows Speech Recognition.
I am running version 1709 of Windows 10.

In the video you'll also see that if you don't click the Start menu, Speech Recognition shuts down properly.
The issue is tied to the Start menu somehow.
