It is becoming a problem that esteemed, retired, temporarily out of commission, &/or disabled established authority figures in Los Angeles have and currently are having a problem using the resources over which they expand, use, and develop the rules for and find/deliver the funds for the general and specific fund classes that are necessary for those resources to be used, to be distributed city-wide, and to assist any member of the general public in their navigation of designing their living and living circumstances in this and any other area that accepts credentials and resources from/for los Angeles. I am finding it nearly impossible to go to public organizations who use public funds and work on the needs analysis, development of use, and enforcement of acceptable public employee work behavior and effective use of assigned authority, particularly when I go where pcs and computers are in use for public use and the Microsoft Office Suites and operating systems are used. There continues to be manufactured strategy (usually informally socially arranged due to a particular group's desire to negate the rest of the work or professional group's achievements, areas of expertise, or level of permission-granting authority) and last minute distracting, irritating, and irrelevant reasons and made up excuses for being exclusionary to persons who mostly want to use the resources and facilities on a very limited basis to reestablish whatever it is they are missing in the daily thoroughfare to have their own resources, open up room and opportunity for others who want to or who have not had the opportunity to use the resources or ask for assistance with them to also deal with their current needs, and to either become a provider of some sort or move on to another level of work/purpose/activity/use/demand/ or ability they and their community has been anticipating, expecting, and waiting for to establish other needed achievements in their nearby and specific area (area of interest and geographic area).
