Bugs With Windows Eye Control
They are some keys on the Windows Eye Control that don't generate the correct scancodes, which don't work with certain applications that expect correct scancodes. For example, pressing F11 on most browsers will bring the browsers fullscreen. F11 key (along with many other keys) are broken. They send the correct virtualkeys but not scancodes.

Yes, I always keep Windows up to date.
Applications that are affected are Firefox, Microsoft Egde. There are probably more because some applications require correct scancodes to be generated to function correctly.List of keys that do not have correct scancodes:shift, ctrl, f11, f12, esc, Del, pgup, pgdn, home, end
No other assistive technology is running besides Eye Control
